Résumé :

"Childcare is a basic need for the 21st century family", said PES President Poul Nyrup Rasmussen (PES, Press release 2006). But how to lead to EU level to act in this field, when family policies remain a national policy area and when the only is then to convince the member states directly? Can the EU level do something? And if yes, what? The NGO "children need working parents" aims at creating a right to the parents to public childcare provision for children of 4 months to 6 years old, with an EU-wide upper-limit to the potential costs to parents of € 250 per month and child. It seems, for several reasons that we shall see, that the organisation should first minor its objectives. At the EU level, a major step was taken at the Barcelona Summit of 2002, where the member states agreed that they should provide childcare services by 2010 to at least 90 % of children between 3 years old and the mandatory school age and at least 33 % of children under 3 years of age. The objective of our strategy is then redefined in order to have the Barcelona targets reached in the whole EU. This is of course much under the prior ambition, but one has to realise that this target is already far from being reached in the EU. Only 7 member states for the first objective and 5 for the second succeeded up to now, without any great efforts for countries like Denmark or Sweden where there has been already a full - or almost full - coverage for years now. One has first to understand the reason and the scope of the problem (i), in order then to establish a way to get the objective reached (ii).
