Résumé :

guantanamo: the consonance sounds sweet, but the word rimes with a much darker reality. Here is one of the burning issues Obama will have to tackle quickly in order to keep his current aura alive. Located in the Cuba South East, guantanamo detention camp is indeed perpetually a polemic subject, strongly affecting the US image all around the world. The camp of guantanamo Bay existed before 9/11 attacks, but the War on terror of Bush Jr. led to the conversion of the naval basis into a high secured detention camp, which hosted about 800 detainees between 2001 and 2008. The camp is subject to different scandals, notably concerning suicides and torture practices since its opening. Thereby the United States of America are pointed out by the whole international community, who denounces the abuses committed in the camp. Thus, whereas this camp appeared as a solution to the Americans in order to improve their data base to struggle against terrorist movements, it appears today as a burden. Bush talked about closing the camp in 2006, and Obama renewed this promise in November, 2008.

The fact that the War on terror leader decides to erase what looked like the symbol of this War shows the weight of guantanamo in the current US policy. In fact, the camp and its reality proceed to a total break-down which affects the USA and the way they are perceived in the world, as well as the international community. The denial of human rights and of international right in guantanamo leads to an important decrease of the US credibility to lead a War on terror. This issue brings on another one; the guantanamo stake leads people to interrogate about the actual war right and above all about the pertinence of war treaties such as the Geneva Conventions.
Then it seems important to understand to what extend guantanamo leads to a major break-up in the international right continuity, and to what extend this breakdown results from the decline of the American might myth.
